The Ministry of Public Security published Executive Decree No. 20 in Official Gazette No. 30641-A on October 23, 2026, extending the operational term of Executive Decree No. 10 of June 12, 2026. That decree authorized payment of expired and worked vacation to units of the National Police, the National Border Service (SENAFRONT) and the National Aeronaval Service (SENAN) that provide active and continuous service in operations reinforcing public order.

Its article 1 extends the measure for one (1) month, from August 16 to September 15, 2026, and its article 2 provides that it takes effect upon promulgation. The extension is therefore published after the period it covers has ended. According to the recitals, Executive Decree No. 10 applied retroactively from May 15, 2026 for three months, until August 15.

The decree details the budget framework. Through the Ministry of Economy and Finance, two budget lines were consolidated in the National Police budget: US$3,165,000 for expired-term vacation and US$531,250 for employer and employee social security contributions, US$3,696,250 in total. The extension is justified by a remaining balance of US$638,979.47, made up of US$532,017.73 from the vacation line and US$106,961.74 from contributions, which the Executive seeks to use in full. The legal basis cited is article 290 of Law 494 of 2025, the 2026 General State Budget, which authorizes the Executive Branch to decide on vacation payments in the security agencies.

In fiscal management terms, rather than leaving the balance unspent, the Executive allocates it to the same program, whose financial execution it centralized in the National Police payroll. The amount is small relative to the general budget, but the mechanism shows how accrued vacation liabilities in the security forces are settled through temporary decrees, charged to already approved budget lines and without additional appropriations.

Some aspects remain unclear in the decree, such as the number of beneficiaries, the amount actually paid from the balance or whether there will be further extensions after September 15. Those figures will depend on the execution reported by the National Police and the Ministry of Economy and Finance. Nexo Capital will follow the execution of this program.
